The Opportunity

The Economic and Creative Development Department is part of the Infrastructure and Growth Management Division. This department is responsible for the attraction and facilitation of new business investment, and helping employers access the business opportunities of the area. They encourage and promote the creation of new Barrie-based enterprises, including start-ups and small business services. They also support the retention, growth, and expansion of the City's existing businesses. This includes bringing stakeholders together on strategic programs.

The Business Development Officer implements and maintains a sound economic development program that positively contributes to the City's employment base and non-residential tax base through the retention and growth of Barrie's existing business base and through attraction and re-location of new business. This position responds to the economic development needs of local industries by implementing and maintaining an effective local business retention and expansion program. It implements and maintains effective business attraction initiatives and facilitates the production of promotional materials, as well as supports and facilitates companies


establishing new facilities, expanding within, or re-locating to Barrie. This position also responds to information requests pertaining to new business, business expansions and reductions, labour and economic issues, and establishs and maintains external strategic relationships with the real estate community, business leaders, representatives of senior levels of government and other community organizations. Further, the Business Development Officer establishes and maintains liaison and business development communications with all levels of City staff, Council, committees and other levels of Government, while also leading, facilitating and supporting projects with outside organizations. They may also participate as a member of boards and advisory groups. Finally, this position attends trade shows and industry events/conferences, as well as plans and delivers economic development events.

Education (degree/diploma/certifications)

  •     Four (4) year University Degree in Business, Public Administration, Economics, Urban Planning, Marketing, Communications, or related discipline

Experience

  • Five (5) years of experience performing duties related to the above mentioned major responsibilities

Knowledge/SkilI/AbiIity

  • Demonstrated Ability to:
  • manage projects within set timelines and budgetary constraints while setting and achieving clear objectives and outcomes
  • build effective working relationships with all stakeholders including industry and government officials, community leaders, members of the public, Council and staff
  • think and act strategically in a political and community based business service environment within a complex mandate
  • understand policitcal sensitivity in complex situations o skillfully manage database information related to economic development
  • Intermediate skills include: Business Acumen; Judgment; Leadership; Negotiation; Problem Solving; Project Management; Written Communication
  • Advanced skills include: Interpersonal; Presentation
  • Basic computer literacy using the following systems and software: Microsoft Office Suite (Word, PowerPoint, Outlook, Access, Project)
  • Availability to attend evening/weekend meetings or to work outside of designated normal hours per week

Conditions of Employment

  •  Valid Ontario Class "G" Driver's License in good standing with a reliable vehicle to use on corporate business
  • Satisfactory Criminal Record Check*

*Please note that this is a requirement of the position for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees will be grandparented from this requirement.

Other Important Information


Location: City Hall, 70 Collier Street, Barrie, Ontario*

*Please note the City has recently launched a Hybrid Work Program Procedure and pilot program for 2022 that may allow a hybrid work arrangement for employees who meet the eligibility requirements.

Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2022 pay range:

  • Pay Level: Level 10
  • Yearly Salary: $79,352.00 to $95,095.00 per year
  • Hourly Pay Rate: $43.60 to $52.25 per hour
