What the role entails

The Manager of Economic Development reports to the Director of Planning and Infrastructure Services.


The following responsibilities and duties of this position includes but is not limited to:

  • Leading the development, implementation, and monitoring of Clarington’s Economic Development Strategy/Action Plan.
  • Developing and implementing the Tourism Strategy for the Municipality.
  • Preparing and providing recommendations for the use of municipal real estate for economic development objectives, including the update of the Land Acquisition Strategy for the Municipality.
  • Facilitating the attraction of new business investment to the community, with a focus on commercial and industrial sectors.
  • Liaising and representing the Municipality with various businesses, organizations, educational institutions, and other levels of government.
  • Providing direction over the Economic Development Division including the preparation of the division’s annual budget and managing the staff of the division and any consultant assignments, including the service contract with the Clarington Board of Trade (CBOT).
  • Managing the development and maintenance of the community’s Investors Toolkit and Community Profile.
  • Researching and monitoring economic development trends and pursue funding opportunities in collaboration with the Board of Trade, community partners and other business organizations.
  • Preparing and presenting reports on Economic Development matters to the Director of Planning and Infrastructure Services, and Council as required.
  • Leading an Investment Readiness Team comprised of senior municipal staff and key external agencies to facilitate significant development and investment opportunities for the community.


The successful candidate will possess:

  • University Degree in Business Administration, Economics, Marketing, Planning or related discipline or the equivalent education and experience to the satisfaction of the Director of Planning and Infrastracture Services.
  • Certification as an Economic Development Professional (Ec.D) would be considered an asset.
  • Progressive managerial experience in economic development preferably in a municipal environment with more than seven (7) years’ experience.
  • Strong interpersonal and marketing and promotions skills.
  • Thorough working knowledge of economic development processes, tools, regulations, and municipal real estate related to economic development and the land development process.
  • Ability to exercise judgment in an informed manner appropriate to the situation to obtain consensus and resolve issues.
  • Demonstrated ability to develop alternative solutions in response to a wide variety of development and policy problems, within a dynamic, fast-paced, multi-stakeholder environment.
  • Ability to work independently and as a member of a team.
  • Will be required to attend offsite meetings on a regular basis.
  • Must be legally able to work in Canada.

What we offer you

  • Salary: $118,398 to $143,914 - Grade 10 of the 2022 Non-Affiliated Salary Administration Program (this position is subject to Pay Equity review).

Additional information and requirements

Pre-employment testing for this position may include written and oral testing, to assist in determining the successful applicant. A passing score will be considered to be 70% on each test with the highest score considered in the award.

Prior to starting the position, the successful candidate must provide, at their own expense, a current (within the last 180 days) satisfactory criminal reference check, from a Canadian Police Information Centre. Applicants who have been employed with the Municipality within the last year and have provided a criminal reference check within the last 365 days are exempt from providing another criminal reference check.
