    Job Title: Economic Development Officer (EDO)

    Job Status: Full-Time, Three-Year Contract Position

    Salary: between $75,000 and $85,000 depending on qualifications and experience.

    Located on the scenic shores of Lake Superior, the Municipality of Wawa is a very friendly, Northeastern Ontario town surrounded by an abundance of outdoor recreational activities. Wawa is a full-service community of 3,000 residents and has French and English schools, regional health centre, full-service community centre, public golf club, hiking trails, secret fishing spots and lots more to offer its residents. The Economic Development Officer (EDO) will lead and facilitate the coordination of Wawa’s economic, tourism and business development activities that have a measurable and positive return to the community. The position will implement proven tourism and business marketing initiatives, supporting special events, facilitate housing and business development and pursue sources of funding. The EDO will undertake evidence-based projects to improve the community, while supporting a growing mining and forestry sector. The position will work closely and support Indigenous, business and regional community partnership opportunities to reinforce that Wawa is the “Best Little Town to Live In Ontario’s Big North”.

    Primary Job Responsibilities Includes:

    • Undertake economic strategies, policies, programs, investment attraction, business retention and expansion, partnerships and funding opportunities.
    • Implement the recommendations contained in the Downtown Wawa Community Improvement Plan, Wawa Tourism Plan and Housing Plan.
    • Facilitate business growth, job creation and investment by actively promoting the full range of support, information and advice available to investors.
    • Develop strong working relationships with economic development partners, associations, other levels of government and indigenous communities.
    • Support the Wawa EDTAC Committee, Council and staff, local business and others.

    Ideal Candidate Qualifications Includes:

    • A Diploma/Degree in Economic Development, Business, Commerce, Land-Use Planning, Marketing, Public Administration or related discipline.
    • Minimum 5 years of experience in an economic development, business. development, investment attraction, land-use planning, or marketing.
    • Knowledge of community economic development theories and practices.
    • Excellent communication, customer service, and interpersonal skills.

    Compensation Includes:

    • Rate of pay is between $75,000 and $85,000 depending on qualifications and experience.
    • Flexible schedule of up to 35 hours per week.
    • Optional enrolment in OMERS pension plan, training opportunities and more.

    Reporting to the Manager of Planning & Development, the Business Retention Specialist is responsible for implementing economic strategies and programs aimed at business attraction, retention, and expansion within the Town of Peace River.

    Key Responsibilities

    • Cultivate relationships with local businesses, industry stakeholders, government agencies, and community organizations to support economic development initiatives and partnerships;
    • Coordinate marketing and promotional activities to showcase the Town’s economic assets, attractions and investment opportunities;
    • Work with the Economic Development Committee on behalf of Town Administration to implement strategies and engage with the business community.
    • Manage and oversee the Rural Renewal Stream and Rural Entrepreneur Stream for the Town of Peace River;
    • Develop and implement programs to support business retention and expansion in collaboration with businesses and business support organizations with the goal of helping businesses grow.

    Required Qualifications and Skills

    • Post-secondary education in an economic development related field such as commerce, economics, business administration, or marketing.
    • Must be computer literate with strong knowledge of Microsoft Office programs.
    • Must hold a valid Class 5 driver’s license.
    • Must have a clean Criminal Record Check.
    • Ability to make appropriate, logical, and practical decisions.
    • Strong, confident, and clear communication abilities in both written and spoken English.

    Desired Qualifications and Skills:

    • Designation from a recognized National or International Economic Development Organization.
    • Proven experience in a municipal economic development environment.
    • Knowledge of relevant provincial and municipal legislation, policies, and pro-grams with the ability to integrate and utilize knowledge in economic development projects.
    • Strong interpersonal skills.

    Job Title: TOURISM DEVELOPMENT COORDINATOR

    Hastings County has an opening for one (1) permanent full time Tourism Development Coordinator position. Reporting to the Economic and Tourism Development Manager, the Tourism Development Coordinator’s prime function is to work closely with member municipalities, local accommodators and attractions to facilitate the development and expansion of tourism opportunities (experiences and products) with the objective of enticing visitors to stay longer, enhance their economic impact and identify Hastings County as a desirable destination to relocate to and invest in.

    Strategy & Planning Development:

    In collaboration with Department staff, coordinate the County’s destination development initiatives and implementation of tourism development plans and strategies; and prepare reports, make recommendations/presentations and conduct committee and other group updates in support of destination development activities.

    At the direction of the Economic and Tourism Development Manager, assist in the implementation of various initiatives as required by the County Planning and Development Committee or County Council.

    Research & Analytics:

    Collect and analyze data and demographic information to profile the County’s target market(s) (ideal guest) in support of destination development and identify where investment is needed to increase visitation and strengthen existing travel and investment opportunities.

    Administrative:

    Perform a variety of administrative tasks related to economic and tourism development activities as required by the Director of Planning and Development and/or Economic and Tourism Development Manager, including, but not limited to, the development of budgets, reports, invoices; and maintain files of relevant resource materials, client records, tourism development related financial transactions and other confidential information.

    Help prepare Requests for Proposals, obtain quotes, and negotiate with vendors to obtain appropriate value for Hastings County’s marketing dollars.

    Field inquiries from the general public related to tourism development activities.

    Maintain databases and compile and analyze data, statistics and other relevant research materials that track and benefit tourism development strategies.

    Other related duties as assigned.

    Internal/External Relationships:

    Maintain productive working relationships with local accommodators, businesses, tourism partners and local assets, and facilitate connections/relationships among these groups to create a strong network. This includes facilitating and supporting local businesses and organizations seeking to establish or expand purchasable tourism experiences within Hastings County and help connect them to funding opportunities and other partners to implement.

    Ensure initiatives and programs are effectively communicated to all stakeholders including the

    County’s Planning and Development Committee.

    Maintain good/positive relations with tourism industry stakeholders both private and public, tourism associations and/or related sectoral organizations and appropriate affiliated provincial and federal government contacts.

    Serve as a County representative at related events and engagements as required.

    Liaise and collaborate with the Small Business Centre, Ontario’s Highlands Tourism Organization, Community Futures Development Corporations, Chambers of Commerce and other organizations on the development of business training and development opportunities tailored to the local tourism industry.

    Provide support to County tourism marketing efforts as required and assigned including posting information on upcoming events, attractions and other information geared towards visitors to the County website, as well as helping to maintain social media channels and print material distribution.

    Health & Safety:

    Be aware of and follow the Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act and County policies.

    Minimum Qualifications:

    Three-year College Diploma, Degree or Certificate in tourism, public relations or related field.

    Valid “G” driver’s license and reliable transportation.

    2-3 years’ experience in developing and implementing economic, tourism and/or community development strategies and projects within a public sector or private sector setting.

    Excellent communication and interpersonal skills with the ability to build and maintain relationships with stakeholders.

    Knowledge and understanding of Hastings’ tourism industry and culture as well as familiarity with key industry leaders is considered an asset.

    Excellent time management and organizational skills.

    Excellent writing skills.

    Familiarity with Microsoft Windows applications and social networking sites.

    Ability to work independently and as a team member.

    The Director, Economic Development is a key member of the management team, providing visible and inspiring leadership with strong communication and decision-making skills, and a thorough understanding of innovative best practices in economic development and investment attraction. The position reports to the Deputy CAO of Planning and Infrastructure, however, on an interim basis is reporting to the CAO. The Director is responsible to operationalize the strategic direction for Clarington’s economic development services, to identify obstacles to economic development, recommend changes and to create a framework and approach to support a growing business and residential community, and most importantly to secure new investments.

    The Director will work closely and collaboratively with the CAO, the Deputy CAO, Mayor and Council, and other municipal departments, as well as, developing relationships with major prospects, senior executives, the local business community, elected officials and Invest Durham. The collaboration between the Municipality and the Clarington Board of Trade is unique. The Board of Trade’s role in facilitating the Business Retention component allows the Director and their team to concentrate on business investment and attraction. By partnering on the expansion component, they create a symbiotic relationship that benefits both parties. This strategic arrangement ensures that the Director has the necessary runway to focus on crucial aspects of economic development.

    As the catalyst in operationalizing our economic development strategy while securing staff and resources to support growth. The Director and team will pursue, develop, implement, monitor and report on municipality-wide strategic economic initiatives and incentive programs.  Priority attention will be given to industrial and strategic land development, economic partnerships, and operational support for business growth and retention. 

    The successful incumbent will demonstrate a sound understanding of global, national and regional economic trends. The ability to design and implement economic development programs that reflect an understanding of local government and its interface with the business community, senior government, and other agencies is integral to success.  Driven by excellence, the Director will have a strong desire to make a positive and lasting impact on Clarington for its citizens, businesses and investors.  Innovative, agile and collaborative, the Director will demonstrate excellent leadership and interpersonal skills and the ability to inspire, motivate and coach staff to achieve results.

    The Director is accountable for service delivery in alignment with program area objectives, corporate goals and priorities, and compliance with legislated requirements and Municipal policies, while meeting the management performance expectations of Council and the Senior Leadership Team.  The position will develop and administer the division’s annual operating and capital budgets, track variances and recommend adjustments as required, write reports and make presentations to management, Council, potential prospects, business organizations, economic development forums, the media and others. 

    Ideal Minimum Qualifications

    The ideal candidate will possess the following minimum qualifications:

    • Education: a University Degree in Economics, Business Administration, Public Relations, Marketing, Planning or related field;
    • Management:  at least nine (9) years of progressively responsible experience, including five years in a senior management role, in positions providing exposure to community development, business development, including experience in Economic Development, and Marketing for investment attraction; 

    ·       Economic Development: Must understand municipal affairs, business principles and market analysis and have a good knowledge of marketing and business promotion. Knowledge of the real estate and geographic and socio-economic characteristics of the Municipality of Clarington is considered an asset;

    ·       People Leadership: Demonstrated ability to lead, motivate and influence staff and external contacts;

    ·       Program Delivery:  Excellent organizational and interpersonal skills; the ability to solve problems and meet deadlines under pressure; experience with statistical analysis and research is an asset;

    ·       Financial Management: Must have general knowledge of principles of accounting, budgets, forecasting, short- and long-range planning;

    ·       Legislation: Must have a good understanding of municipal planning processes, provincial policies, and working knowledge of the Ontario Municipal Act, Planning Act and Regulations;

    ·       Communications: Must have excellent verbal, written, and visual communication skills; ability to make oral presentations; ability to develop and use graphic aids.
